Car Parking

There are two car parks in the town, one owned by Mid Devon District Council in Forge Way, this is a pay and display, there is a second car park FREE in St Andrews, owned by the Town Council.

The Town Council in the past asked if it was possible to use part of the Old Tannary off  Exter Road (opposite Somefields) the owners agreed, but Mid Devon was not able to help fund and run it with the town council, PARKING is an issue, polite comments . views etc.

  2. I'm still familiarising with the technology: confirming this post is about parking (not the motorway junction). I have saved the content and can re-post if necessary.

    Good luck with the parking issue Mike. As you know, shopkeepers like me towards the Southern end of Fore Street (a longish walk from the car parks you mention off High Street) feel that parking is a major issue, contributing to the often disappointing level of our takings.

    Obviously we support your continued efforts to officially make the old Health Centre and Magistrate Court car parks available to shoppers, although I know you cannot guarantee success.

    There is a Municipal Car Park off Brook Road (East of Somerfield) which often has empty spaces during the day, but I am told it is in practice regarded as a residents' car park.

    Crow Green residents may not thank me for publicising this, but I often notice empty and little-publicised daytime street parking availability there, 3 minutes walk from my shop.

    I have made a few St Andrews Church friends aware of this blog, and I do feel there is more they could do for the town(including attracting more tourists, making their musical talents more available, etc etc). In my opinion this could include allowing shoppers to use their car parks when there is no church or church hall event. Also a church friend once told me that in his opinion, it might only need one empty shop in Fore Street East to be knocked down for there to be potential parking access from Fore Street to waste land North of the church.

  3. All silver haired surfers are welcome & often manage modern technology !

    Brook Road is NOT a full Municipal Car Park, it is for residents and some spaces are for off street parking, restrictions do apply. Crow Green is a difficult one, its very narrow in places and there can be problems with access for emergency vehicles, the town council is looking at a strip of land, ownership & costs come in to it, you never know !

    With regards to church car parks etc, a very difficult one, firstly there is an insurance liability and probably worse... how to remove those that abuse the use ! This was tried in the old Magistrates car park & that was abused then CLOSED. Keep the brain box working .. you may find an answer sometime .

  4. Thanks Mike. And can I hereby publicise through this site that it is perfectly possible for visitors to the town to park free at Tesco quite near the M5 junction, and walk to their car park's South-West corner pedestrian exit, and onward into the highly picturesque leatside walk, then walk across either of the bridges up one of the currently unsignposted lanes into the town centre, acting considerately but not being put off by signs saying "private road" or similar.

    Mike, you'll have to remind me and other readers please, as to whether there are any restrictions on this. Am I right in saying a purchase at Tesco is expected and cars must be moved within three hours?

Its probably better to visit Tesco and check day by day on their condition to shop & "Park" and stay there, I do believe its 3 hours, BUT bear in mind they can withdraw that offer of parking without warning ! The council has no control over this BUT we do expect signs to point people to the town (part of planning approval)

    I'll keep going till our other contacts help support ths blog. Mike, rereading your intro mentioning the Old Tannery, I see Mid Devon Council can there as usual be regarded as less than helpful to Cullompton, compared to erecting the multistorey car park in Tiverton, etc, etc .

    This may be a good subject to spread onto a further blog heading, but do you and readers think that it is time for Cullomptonians strongly to campaign, that either (a) Mid Devon Council be abolished as soon as possible, or (b) Cullompton be transferred from Mid Devon to (suburban) Exeter?

  7. MDDC were keen to find additional parking (this was 3 years ago)they did have a tight budget at that time and do so now.

    All support to help improve traffic and parking issues is certainly needed and thanks for the offer.

    With regards to abolishing MDDC, there is a process at the moment with possible change to Unitary, The Boundary Commission had delayed further announcements till Mid July !

    It's a pleasant shortish walk back downhill from Fore Street with the shopping.

    One of the "2nd afterthoughts" to which I am prone:

    Mike, when we recently jousted on the national Village Counter Talk website, you imparted the following information:

    "With others we have just put pen to paper to revamp parking in main Bull Ring, half million needed, money has to come from County in about 2 yrs, then another year may be to do the work !"

    Could you please confirm and elaborate on that here?

    The car parks are Mid Devons basically for the estate, you would have to take that up direct with them.

    Re Bull Ring revamp,with other I have put to County suggested new parking positions, some alterations etc, County is drawing up more formal design and applying for the money, the draft plans will come to town council for consultation when ready. Its the usual waiting game I'm afraid.

  12. Re Parking

    I might be helping Tesco rather than myself here, particularly as I know that Town Council do not publicly accept that Tesco has been detrimental to town centre trade, as the jousting on the Village Counter Talk website made fairly clear. Nevertheless:

    In Dartmouth as well as larger towns that I know such as Norwich, there are park and ride schemes.

    It would be possible to promote the Tesco car park (or part thereof), and Crow Green/Shortlands Lane (perhaps with new parking spaces on the common there), and even the new Health Centre, as park and ride areas in conjunction with the Town bus route.

    However for this to be fair Tesco, as the likely main beneficiaries of a Crow Green/Shortlands Lane park and ride, would have to allow a duly marketed park and ride for the town at their car park. The current prevarications about their signposting the walk from Tesco to the town centre attractions does perhaps not augur well for this.

  13. Town Council has been looking at land in Crowgreen/Shortlands, land owned by MDDC.
    As for park and ride, its almost impossible to do that in the town, there is limited money to fund an extended bus route,it would also take longer to do the circuit and there would be less journeys done.
    Traffic environment group are continually discussing like issues.

    Mike, hopefully you might be posting this anyway if already emailed; but I here copy and paste comments emailed to me by my church friend Richard Shere (not a broadband user), on which he would like you to post your comments please:

    "Being still on dial up until BT changes the Cullompton telephone exchange to enable other companies to give "Free Broadband" I can not afford to reply on the blog. I transferred your comments & Mike Thompson's comments to a Word document so that I could read them off line. Perhaps you know of a company willing to provide me with Broadband at a price I can afford?

    There may be the same problem using of St Andrews Church car park as there would be using the Gospel Hall car park and the St Boniface Catholic church car park. The main issue at the St Andrews Church car park is that it belongs to the PCC and special insurance would need to be taken out by someone to enable the car park to be used other than for church business of someone booked to use the Church halls. The other main problem arises when the church needs to use the car park at short notice eg: for funerals or late booking of the church hall. The time when it is little used is Winter Saturday afternoons, Sunday afternoons and Bank Holidays, but I don't know if this would fit in with shoppers to the town?

    The Gospel Hall carpark and St Boniface Catholic church car parks are very very little used during the daytime. Have you approached either of those places? Interested to know also why Rivermead Car park is now being treated as only for Rivermead Estate. When Rivermead Estate was built about 35 years ago the town was told by MDDC that it could be used as a shoppers car park.

    I would be interested to know what the Gospel Hall have to say about their carpark; St Boniface Catholic Church have to say about their carpark and what MDDC have to say about the Rivermead Estate carpark. The parking problem could be better viewed from the top of St Andrews Church Tower. You can see there which shop needs to be demolished to access the land to the North of St Andrews Church, which could supply some good car parking."

  15. Hi Richard, thanks for your comments, re broadband no cheap ones I know of other than usb £10 for a months use Orange/O2 etc.

    Re car parks, insurance is a big problem, although car parks like you mention are often empty, its greedy people who abuse it and leave cars there for extended periods, that's what stopped use of Magistrates car park.

    In recent years I have been aware that MDDC dont like non residents using their car parks (except for obvious visitors to residents)

    Re demolition of shops/buildings, I have private views on that one ! BUT you will have to challenge Conservation Officers & English Heritage ! Good thinking and thanks for thoughts.

    Perhaps others can come up with other controversial ideas !

    It appears none of MDDC Conservation Areas have ANY Article 4 Directions in place and Section 215 orders do not appear to be used in Cully.
